Cuomo Declares State of Emergency

With heavy snow continuing to fall, Governor Andrew Cuomo has declared a state of emergency for New York City, Long Island the lower Hudson Valley.

Throughout much of the region, snow has fallen this morning at a rate of 2 inches per hour or more. 

"That makes it virtually impossible to keep up with the snowfall to keep the roads totally clear," Governor Cuomo said during a conference call.  "So the roads are dangerous."

Cuomo noted the area has already gone through a number of storms this winter.  He said the curveball of this storm was the duration.

The snow had been expected to switch over to rain in many areas by late in the morning.  Instead, heavy snow was still falling on much of the tri-state area.

Cuomo said the state hadn't heard of any salt shortages by local governments.  He said the state has "an adequate reserve" for salt.
